This doesn't affect those of us who ride BMW's - I think even with a Remus or Staintune our bikes comply with noise laws.

Like Jim, I am impressed also. That was understandable, logical and written in English.
On the matter of noise however, I am very unimpressed by my NH state legislature. Some time near the beginning of this year (I believe) there was a similar anti-noise law proposed but the outcry from business owners that had $$$$$ at stake in "Laconia Bike Week" overwhelmed it. Result? Dead issue, at least for 2009.
Even though that article from Maine had a good amount of sarcasm in it, it does truly represent 99.999+% of the population (non-riders) and how they feel about bikes.

I also agree that learning to ride will save more lives, BUT..........how many more will be saved by others learning to DRIVE.
Eyes open, hands on the wheel, NO cell phone, and actually paying attention to their driving.

Unfortunately, even though many studies have shown how dangerous cell phones are, there will most likely never be a worthwhile legislative impetus to actually do anything about it. The hands free legislation is just feel good stuff as hands free drivers are distracted about the same amount. So it's something we have to live with and put up with. Perahps if fatalities rise enough something will be done but I have my doubts.
Even drivers with hands on the wheel, eyes open and paying attention can still look right through a motorcycle. There are two causes for this.
1) People are conditioned to look for cars and trucks on the road so oftentimes motorcycles don't register in the gray matter. There's also the aspect of the size of the vehicle being perceived as a threat to the driver's safety. Human nature.
2) Studies have shown that there's also an aspect of visual cognition related to the fact that motorcycles are a vertical object (like a tree, light pole or something else that does not pose a threat when you glance at it) whereas a car is a horizontal object. It's a bit more complicated actually but that's the gist of it.
So it's left up to us to be proactive.
I for one, am a big proponent of aux lighting, (Like them badass orange CATZ lights!) Having them fork mounted forms a triangle which improves a driver's depth perception of a motorcycle in order to judge it's distance and speed.
Then there's high viz gear and wearing a white helmet which also reduces the chances of not being seen.
Doing a little weave in your lane when approaching intersections also makes you more noticeable.
The bottom line is that getting hit by a car is a risk we assume when we dcecide to ride. There are procactive steps we can take to increase visibility in addition to always having our guard up and employing safe riding habits but there is still some risk.
Yes, loud pipes suck. It's good to see that legislation is being enacted to address the issue. Like all of us, I hope it catches on.
(And Milton has some fairly loud pipes on his Triumph.  )

Ah, but they do sound so sweet. That lovely triple scream on acceleration and that soothing burble on deceleration.
I do try not to get on it in town only for the open road.
