I agree that our standards should be raised, but this is a bit insane.

Moto road test in Poland.

This is how it looks in my country.
First you have to go to doctors and do the tests. After that you take the theoretic course which takes 30 hours. after theoretic course you move to practice course which takes usually 20 hours. you can buy yourself additional hours if you don't feel comfortable.

It starts with explaining how the bike works, how to adjust the chain, etc. Then you move to exercises. Balancing, emergency stopping, etc. after you have mastered those while sitting on the bike you start doing same things while standing on pegs. They also teach how to operate your bike with only one hand. There are all sort of exercises..riding off road, braking on sand and loose gravel, downshifting, starting up the hill, power sliding, riding with hands off handlebar. Getting up to 40 km/h and letting off of handlebar and making bike turn with your upper body.at the end you have to do a slalom between 3 cons without touching the bar. When you do that you can start practicing on bigger bike. after the training facility you go to the city.
Instructor is following you in a car and you get instruction via headset mounted in your helmet. There is usually a "Category M route" in every city. All teachers should know the route and you learn on it few times.
once you've done all this you are ready to go to "DMV".
You have to pass the computer test with 18 questions and make only 2 mistakes. Then you schedule your road test. that's it! simple!

you can get a Cat A1 which allows you to ride a 125 cc bike with up to 11kW when you're 16. full A Cat when you're 18. There are some talks now about raising the age for Cat a from 18 to 24.

Recently helped a friend get her m/c license, we practiced on her scooter on small back roads figure eights, left and right circles.....standard NY State stuff. I take her to the road test, they give her a parking lot the size of Giants stadium...and say make some figure eights. We say how big, he says, use as much of the lot as you need!

Makes me feel all warm and fuzzy, knowing she passed her test.

New York State road test is beyond a joke. Make a few turns on a city street, parallel park and they give you a license. You then have the state's full approval to get on an interstate and do 65mph.

No wonder many drivers (if you want to call them that) are hazards to themselves and everyone else.
