Here in the US all bikes come no headlight switch and the headlight wiring is shorted at the right combo switch connector so that the lights are always on. I've upgraded all of my bikes with the "Euro" headlight switch and you're correct that if the headlight switch is tuned all of the way off then the tail light is not illuminated.

White LED bulbs put out a different spectrum of light than white incandescent bulbs do.
