That has been the case in UK for a good many years. If you are caught rarely is there any friendly warning just an immediate £100 fine and between 3 or 6 penalty point added onto your licence. Accumulate 12 for any infringement and you are automatically banned from driving for 12 months.

This includes use of the phone includes answering an incoming call. Making a call and even HOLDING it when driving. The only exceptions are in a serious emergency or the phone is held in a cradle securely mounted to the vehicle.

Research has shown that using a 'phone when driving is the same as driving under the influence of alcohol or drugs, your attention is distracted and there have been numerous fatal crashes as a result.. The Blood level of alcohol is determined by a two stage test by lowing into two seperate electronic devices. One a hand held device the other a large and far more accurate device. The limit is 35MG of alcohol present per 100ml of breath. The equivalent of about 1.5 to 2 pints of beer.

For drugs there is a wipe that is passed over the persons tongue and takes about 8 mins to show positive or negative.

If you fail both drugs and alcohol roadside tests you are immediately arrested and taken to a police station. For the 2nd test for drugs this is by a medically trained person taking a small quantity of blood and sending it off to a Lab for analysis.

If you fail or refuse either roadside test this is a seperate offence and if convicted (Very few are not) it carries exactly the same penalty as if you had tested as being over the limit. That is AT LEAST a 12 month ban and a fine that can be quite horrendous. Even so idiots still take the risk, even though there is very little leeway if driving under the influence
