I got the new-to-me 96 K1100 RS home today, and fiddling around with the lock on the right bag, the lock moved in its mount. Now my only key won't go in, the bag is locked with my regislatration, DOT stuff inside, and I'm not going to force my one key in.
I assume a trip to the locksmith and a drill are in order....unless there's another suggestion out there...

Just drill out the rivets yourself.

It's really no big deal.
I've done several times.
If you've never done this, use a bit that will almost fit in the rivet hole.

I think is was 3/32 I used last time.

Unlike a man's drill bit, smaller is better Twisted Evil

Be careful drilling out the rivets. If you generate too much heat and friction then you'll melt the plastic.
