I let the fork drain all day. Aside from losing about 10 ml when the top plug was removed, I got all of it.

After the whole day, it dripped out 350 ml. Maybe it was overfilled a little??

Thanks for the reply....Not brake fluid....definitely fork. I will attempt a photo tonight.

If it was brake fluid, it would have eaten the paint on both the fork leg and the wheel.

I would be looking for a faulty ground. Possibly the main ground to frame. Is the battery charged? 12.8 V with no load could be deceptive.
